Armenia bars unlicensed firms from gambling names as offshore Blask Index is 4.4%

A firm without a gaming licence will not be able to put games-of-chance language on its name, mark, site or sign.

On 23 September, the State Revenue Committee said the gambling law will be put into operation on 8 February 2027. Persons without the matching licence cannot use gambling lexis or derivatives and translations of those words. They are prohibited to use in an organisation name, a trade name, a trademark, a website name or a sign. Each breach carries a fine of $1,400.

“Game of chance”, “casino”, “gaming hall”, “internet game of chance”, “lottery”,”bookmaking”, including “bookmaker’s office” and “totalizator”. 

In Armenia, Adjarabet, TotoGaming and VBET are the onshore brands. In September 2026 their CEB was 90.4% of the market, 4.7% below a year earlier. Offshore CEB across 91 brands rose 1.8pp, a 6.1% share. GoodWin, on a mixed licence, was 3.5% of the market.

Offshore Blask Index moved from 1.7% in September 2025 to 4.4% in September 2026.

Most of the share gain came after May, when the onshore line turned down. Offshore CEB kept climbing through those same months.

The wording rule lands on 8 February 2027. It reaches the offshore line, after a year in which search widened and spend did not.
