Maine online casino launch looks more likely in Q1 2027 than late 2026

A tribal casino market is still waiting on rules, staff, and a licensing portal.

Maine’s Gambling Control Unit published a third internet gaming rule package on 30 September 2026. Comments on the redlined language run through 30 October. The unit still has to hire six staff, train them, and stand up an online licensing portal before operators can file.

Executive Director Milton Champion told Gambling Insider that a start before year-end 2026 is unlikely. With no substantive changes after comments, the package goes to the Attorney General for a legality review of up to 120 days. A fourth comment round would delay that step.

Lawmakers legalized online casinos in January 2026, giving four Wabanaki Nations exclusive rights to partner with commercial operators. Caesars has tribal deals for three planned skins, including Caesars Palace Online Casino, subject to approval.

The Wabanaki Nations are the four federally recognized Indigenous tribes in Maine — the Penobscot Nation, the Mi’kmaq Nation, the Houlton Band of Maliseet Indians, and the Passamaquoddy Tribe. Under state law, they hold exclusive rights to offer online casino gaming through commercial operator partners.

Maine demand today is sportsbook-led with a long offshore casino tail — the mix a tribal casino launch will reshape.

DraftKings led Maine on BAP in September 2026. Four offshore casino brands sat in the top five, so licensed sportsbooks still share the state with unlicensed casino demand. Onshore brands accounted for 26.6% of Blask Index that month.

Blask Index in Maine stayed flat through late 2025, fell through spring 2026, and recovered part of that drop by September 2026.

Until rules clear review and the portal opens, tribal partners can prepare filings while search stays dominated by licensed sportsbooks and offshore casino brands.
