1win, Bingo Em Casa and Melbet led the offshore gain after Brazil’s ban

The unlicensed book did not collect what licensed brands lost.

President Lula published PM 1.394 on 25 September, banning fixed-odds betting and ending federal authorizations on 25 October. Licensed sites went offline on 6 October, and the figures below compare daily averages for 1–24 September with 26 September–11 October, leaving the publication day out of both.

Daily offshore Blask Index rose 15%, and the licensed line fell 77%.

The unlicensed share of Brazilian demand moved from 3.9% to 16.9%, with onshore at 83.1%.

On 11 October that mix reached 29.3% offshore. The average sits below that day because licensed search kept falling through the later part of the period. The ranking at the top of the offshore list is where that narrow rise landed.

1win’s daily Index rose 341%, and Brabet, the largest offshore name before the measure, fell 29%.

Bingo Em Casa gained 235% and Melbet 349%, both from a thinner pre-ban base, so the rates run ahead of the absolute change. The three brands came to about twice the segment’s net increase, because the rest of the offshore book gave volume back. 1win alone added more Index than the other two combined.

That search has not become baseline. October’s CEB, once the month closes, is the first print that can register it as projected revenue.
