Liberia’s regulator put 1xBet back nine months after the December 2025 suspension.
On 22 September 2026 the National Lottery Authority issued LIPAY Inc. a 2026/27 licence for sports betting, online casino and online lottery. NLA suspended LIPAY in December 2025 over the 1XBET brand, and revoked the sports-betting licence on 22 June 2026. A settlement dated 14 September closed the case.

NLA is Liberia’s regulator.
The new licence also covers casino and lottery, a wider scope than the sports-betting permit that NLA pulled in June.
Blask Index for 1xBet in Liberia was already a thin offshore line before that June ruling. Monthly demand eased after the December suspension and bottomed in June, at about half the August 2025 level.

The 22 June revocation did not open a second cliff; July and August ticked up while the brand sat outside a local licence.
Before 22 June, 1xBet already ranked fifth in Liberia. May, the last full month with a licence in force, put its BAP at 0.8%. After the revocation it slipped to seventh at 0.7%, behind Winner Bet and SportyBet. Bettomax, StarBet and Premier Bet held 95% of Blask Index in that later window.

LIPAY is licensed again. The next Index months will show whether a local licence moves a 0.7% offshore line.
