Finland’s National Police Board has 75 gambling licence applications ahead of July 2027

The application count kept rising while Finnish search demand fell YoY.

As of 22 September 2026, Finland’s National Police Board already has 75 gambling-licence applications. Filings have been open since 1 March 2026, while the fully regulated market will open 1 July 2027.

Search fell while filings rose

Although a lot of iGaming operators have an interest in the Finish iGaming market, Blask Index for Finland fell YoY through August 2026. The steepest month in that window was July to August, at –15.9%. Brand coverage did not thin with the drop: Blask tracked 239 brands in August 2026, versus 230 a year earlier.

Veikkaus is the whole onshore Index

Veikkaus is the only legal brand in Finland until 1 July 2027. Therefore Veikkaus is the whole onshore Index in Blask, and it held 57.1% of August 2026. The rest of the shelf is offshore, and the August step was heavier on the monopoly brand.

💡 Key point: Blask Index in Finland is weaker now than it was in March, when operators started to apply.

Veikkaus takes about half of the country’s CEB, while offshore brands take the other half.
