Oklahoma sports betting bill fails in Senate

Oklahoma’s Senate voted down HB 1047 on April 22, leaving 308 offshore brands to operate in a $574M market without a legal framework.

The Oklahoma Senate rejected House Bill 1047 on April 22, 2026, by a 27–21 vote. The bill had backing from a supermajority of tribes, several major public universities and the NBA’s Oklahoma City Thunder, but still failed to pass.That leaves the state among 11 US jurisdictions where sports betting is prohibited in all forms, alongside Texas, California, and eight others. Tribal gaming and related businesses generated $7.4B in revenue in FY2023, underscoring why any sports betting framework would have to fit existing tribal-state compacts. Any legal framework would have to fit existing tribal-state compacts. The Governor has said he would only sign a bill without a tribal monopoly on mobile betting.

Where things stand

Oklahoma’s offshore market sits at $537M in estimated revenue by CEB. The state has the OKC Thunder, the University of Oklahoma Sooners, and the Oklahoma State Cowboys that drive sustained sports interest and betting demand. That demand currently flows entirely to offshore operators.

Coleman’s re-vote push faces an uphill path. If HB 1047 does not clear before late May, the next opening is the 2027 legislative session.
